They certainly can be left lower. I’ve taken them up higher on many trees. It’s about getting the tree cleaned and reset if it hasn’t been manicured for an extended period of time. Sagos and Palms love being trimmed high and tight. Better sun and air exposure along with removal of years of debris from other trees and potential insects
